Both TextNow and Lifeline offer truly free phone service, however, there are too many caveats with Lifeline, making TextNow the better and easier choice. Lifeline’s free phone service is purely dependent on meeting the right eligibility requirements with a limited selection of phone providers, while TextNow’s free phone service is open to anyone, and can be accessed easily anytime through their app. Plus, the free phone service is not tied to any qualifications or limits – you can switch or upgrade to a paid plan and still come back to the free phone plan at any point in time.

Final Verdict: Should You Choose Lifeline or TextNow? 

Both services can offer truly free phone service nationwide that can help with managing monthly expenses while still staying connected with an active phone number, however, when it comes to flexibility and ease of use, TextNow is the clear winner. Its accessible service that is open to anyone at anytime – regardless of income or other qualifying factors – makes it easier to enjoy a free phone service when needed, while still having the flexibility to pay for an upgrade without losing the “free service” qualification. A Lifeline provider, on the other hand, can only offer the free service after strict qualification, and must be reapplied to yearly, without the ability to continue enjoying the free service even after you no longer qualify (such as if you want to use the opportunity to build up your savings). Additionally, Lifeline providers have mixed reviews from real users, with various allusions to poor quality of service.

What is Lifeline?  

Lifeline is a federal program that subsidizes participating phone carriers’ plans, up to $9.25 off each month (up to $34.25 off for those on Tribal lands), or for further qualifying customers, providing it completely for free. What is TextNow?  

TextNow is a prepaid phone service provider (an MVNO) that operates on a nationwide 5G network.  

It offers a range of prepaid phone plans that offer unlimited talk & text, plus data options. Its main benefit is the free base plan that allows customers to keep their phone line active for $0/month with unlimited talk & text, plus up to 1GB of data for select essential apps like email, maps, finance, and rideshare. Its unlimited data plans are provided with flexibility in mind, giving customers the option to purchase data for a day, a week, or for a more traditional month.

Both TextNow and participating Lifeline providers (Assurance Wireless, Safelink Wireless, and TruConnect) offer free phone plans that include talk & text, plus some mobile data. While TextNow’s phone and data plan is set, the number of minutes and data you’re able to receive with a Lifeline provider will vary based on which state you live in, and what you qualify for.

Lifeline vs. TextNow: Eligibility and Set-Up 

To qualify for Lifeline, you must meet any one of these three requirements: 

  • If you or someone in your household already participates in other federal assistance programs like SNAP, Medicaid, SSI, FPHA, or the Veterans Pension and Survivors Benefit.  
  • If you are a survivor of domestic violence, human trafficking, or related crimes.  

Once qualified, you then need to apply for a free phone service through any of the carriers that provide it, such as Assurance Wireless, StandUp Wireless, TruConnect, Safelink Wireless, or Life Wireless.  

For most of these plans, you will need to bring your own phone, although in some cases, you may be able to further qualify for a free phone. They will send you a free SIM card to activate to start using the service on their network.  

With TextNow, there are no eligibility requirements. It has a Bring-Your-Own-Phone (BYOP) service. To sign up, download the free app and pick a new number (or choose to bring your own). Once signed up, you can then purchase a SIM card ($4.99), which will be shipped out and once activated, connect your phone to a leading 5G network. Note that you will need to use the app for all your calls & texts but will also have access to mobile data for other essential apps like email, maps, finance (banking), and rideshare (Uber & Lyft).  

Lifeline vs. TextNow: Free Phone Promotions  

TextNow does not offer any phones and only supports bringing your own phone.  

With Lifeline, some participating providers are also able to provide a free phone if you qualify, such as Assurance Wireless, Life Wireless, and TruConnect. Note that these phone models vary and are typically older/not guaranteed to be in good condition.  

Lifeline vs. TextNow: Coverage and Network Performance 

Lifeline’s coverage is hard to generalize as different carriers will use different networks (primarily T-Mobile and Verizon) as MVNOs. It’s important to check the local coverage maps from the carrier you pick and read reviews from your neighborhood or immediate city/town rather than “statewide” claims, as the real signal performance may vary.

Lifeline vs. TextNow: Data Speed Performance  

Lifeline providers are notorious for poor data speeds. While most claim they support 5G, the broadband fact sheets (of Safelink, for example) have a maximum data speed that is in the low range of that network (4G LTE or 5G), and the real user reports on platforms like Trustpilot and Reddit echo a service that is spotty, slow, and not very reliable.  

TextNow’s data speeds are slower on their free base plan (Free Flex Data) than their paid plans, however, that is because the apps accessible on that plan are limited to email, maps, finance, and rideshare – apps that don’t require faster speeds for optimal use. You can still use all those apps without encountering a service interruption or issue, and should you choose to upgrade to a paid plan, you will experience sufficient speeds for everything else, including streaming.  

Lifeline vs. TextNow: Customer Service & User Experience  

Lifeline – the government program itself – does have contact options, including a phone number and an email address should you need any assistance with your Lifeline application, eligibility, or recertification. If you need assistance with your phone service specifically, however, you would need to contact the carrier itself. The different carriers would have different contact methods, though most do have a dedicated phone number and some form of online support, whether a support page or a live chat portal.

Real peoples’ experience with Lifeline providers varies, with most Trustpilot reviews of these carriers sitting below 2/5, citing poor customer support and unreliable service. TruConnect is the most reliable carrier with a 4/5 rating and generally positive reviews.  

TextNow offers live chat support for its customer service, with an AI-help bot that’s available 24/7, and live support from human representatives that is available from 10 a.m.-5:30 p.m. EST daily. TextNow’s Trustpilot score is on average more favorable at 3.8/5, and reviews tend to be positive when it comes to real troubleshooting support, with most complaints centering around a lack of resolution for TextNow accounts that have been disabled, or other similar terms & conditions-related issues. 

Lifeline vs. TextNow: Safety and Security  

Since participating Lifeline providers operate under federal oversight, they have to comply with FCC rules for data privacy, network security, and lawful use. This means that your personal data, such as your social security number, proof of income, and ID meet strict standards for protection.  

TextNow collects the standard personal data related to signing up for phone service: name, phone, email, billing and shipping addresses, logs and device details. They secure their customers’ passwords, and the credit card data isn’t stored on their servers for an extra measure of protection.   

For both of these, as with any service, you should take specific precautions to keep your account/phone safe: create a strong password for your account that is either changed every 6 months or backed up by a 2-factor authenticator, know how to spot and avoid phishing scams as well as SIM swap scams.
